It must have been listed in books -- the closing fee is bot assessed, and it not based on words, but category.
The blank notebook should not have been in books, and does not even qualify for Media Mail.
"attempting to charge" is not the correct phrase. It will be charged.

Sorry to tell you this ... but they still fall under "Books" based on the item-type keyword, regardless of Category.
Categories play a big part, but so do the subs (which often are actually under a different Category). At least as far as what I've seen in the past.
Not saying it's right, just what I've seen.
As to Support .... there's nothing they can do. This is coding/back end related and hardwired.
ETA - Maybe wait for a couple days to see how things settle.

I wonder if variable closing fees for this category is an attempt to rein in "low content books" money making schemes (including notebooks) that are endlessly pumped on YouTube. IngramSpark - one of the biggest print on demand providers which feeds into Amazon - banned them years ago.
